Do I need to enable Geforce Experience?
Do I need to include an in-game overlay in Nvidia in order to stream through the NVENC?

No, OBS uses the NVENC encoder independently. GeForce Experience and its in-game overlays can actually interfere with OBS, and should not be used at the same time.
