Question / Help Games Play Smooth/No Dropped Frames on OBS but Stream Stutters every few seconds

As the title says, my stream seems to stutter or look like it drops frames every few seconds. I've tried using both NVENC at around 6000 bitrate and x264 with 3000-3500 bitrate at fast. In OBS the priority is set to high and I've also set OBS to high through task manager.

Basic System Specs:
AMD 1700 @ 3.7 ghz
Nvidia 1080TI with a slight overclock
16GB Ram @ 2900 mhz

My twitch is www.twitch.tv/tobehz if you'd like to take a look at the VODs to see the specific issue. It's pretty obvious but there is a noticeable stutter every 5-8 seconds or so I'd say.

I used to not have this issue, but I did half to have my ISP come out and fix a poor connection issue last year. Since then it's been stuttering like this, but network tests haven't shown a lot of noise in the signal so I'm not sure what it is.

Here are a couple logs from a test I just did, the first is with CPU encoding, and then the last few are with NVENC, sorry they're broken up into so many!

Any help or insight regarding this would be fantastic, I really do appreciate it.

You seem to use Streamlabs OBS, so please contact Streamlabs for support if you have a specific issue. This is the support forum for OBS Studio, a different piece of software from a different developer.
Having said that, the most common issue for lags currently is Windows Game Mode. This probably affects every recording application. Disable Windows Game Mode.
