Games lagging when mouse is moving when OBS is open

So I've been using OBS for a while now. I've had it for almost 3 years and had no issues with it. Then I upgraded to windows 11 which made my games lag with OBS, but I fixed that problem by disabling some settings that windows 11 turned on for me. I've also already upgraded my Nvida drivers because the last ones made OBS lag all of my games really bad. Before today OBS was fine until today. I wanted to stream osu! but it gave me some fps drops and the ms for osu when up to 200ms when moving the mouse. I also tested with other games like OW2 and Valorant which had the same issues with fps and ms. I already had OBS running as admin before to fix some issues, but now they came again without me touching anything, like no settings changes all the way down to bios changes. I also didn't just update my drivers or anything I mentioned. I use a variety of programs that tracks keystrokes and mouse movement. They worked before so I highly doubt they are the issue. I've also tried like minimized the graphics to the lowest I can do but with no change. But the weird thing is OBS runs fine as long I don't move my mouse, like no fps drops or ms going straight to the roof. It also maybe the Geforce Experience overlay but I highly doubt it could be it. I've also tried different settings and turning off and on some settings on windows 11. I've also made sure nothing was running in the background just OBS and osu. I've also noticed my mouse also kinda stutters when I'm just at the desktop which is weird. I've also get some weird beeping noises from time to time which I know means my pc is lagging way too much and is about to die just by OBS. I've also tried changing my output settings to my gpu and it made it somewhat better but still has a great amount of lag. I've also just put in new thermal paste and a new cpu cooler and I've checked the temps of both my cpu and gpu and they look completely fine. So idk what the problem is, so here my OBS output settings are
Encoder: x264
CPU Usage: Very Fast
Profile: Main
Tune: zerolatancy

So yeah pretty much this issue came out of nowhere. I hope you guys can help me fix it! (Yes I looked at other forms and tried fixing like they said to no avail)

GPU: 1080
CPU: i5 10400
Motherboard: Asus Z590
Ram: 16gb
