Question / Help Game / Webcam blurry while stream (good PC and internet)

Hello. I have a problem that I can't fix for a long time. My stream gets blurry while I'm streaming, especially while movement. I tried to stream x264 / NVENC coders, but It's still the same. I have 2 webcams: Logitech c922 and BRIO, I tried to set 60 and 30 fps, tried to up and down my bitrate, despairing of this, I bought a new videocard Gigabyte RTX 2060, because I thought that my previous card was old. It got a little bit better now, but for some reason my webcam is blurring so much, and my game too.

Here is my PC specs:
Intel Core i7-4790K 4.00 GHz
NVIDIA GeForce RTX 2060
16gb memory
111 SSD
1TB HDD (2x)

I tried to use 2 different internet providers. It's still the same. I have no dropping frames in OBS. Please help me, I asked a lot of people about this problem, all of them saying that it's strange problem that they didn't know why it is.

That logfile does not contain a streaming session; we need one that does to see what's going on.

It appears you're set to use 1080p60 video though, which normally needs (on average) 12mbps bitrate to look decent, but can need more depending on the game being played (especially if it is high-detail, with lots of foliage for example). Blurry/pixelated/blocky video is normally a symptom of insufficient bitrate.

I'm streaming GTA San Andreas Multiplayer and the game and the webcam is so blurry. I tried to set high bitrate, but it still the same

8000kbps is still insufficient for 1080p60, especially streaming to YouTube which tends to re-encode everything. I'd try 20mbps (20000kbps) there, if you have the bandwidth.
Beyond that, I've never had good luck with the Brio, quality-wise.
