Question / Help Game vs Display Capture - FPS drops vs Stuttering

I'm trying to set up a stream on Twitch, and I'm having a few issues getting it started.
First - I initially tried game capture to capture just a specific game, and it works for the most part. The only issue I'm having with it is that I can't get the frame rate anywhere near what I can in game. My fps isn't great in game (usually 30-50 fps), but OBS is probably pushing 10 fps for many areas, and maybe 20-30 for the best areas. I can't seem to get the settings to get the frame rate back up to what I can with Display capture.

That brings me to the second point - display capture gives me a fantastic frame rate (usually the same as the game's frame rate), but there is occasional stuttering issue that i can't seem to get rid of. I've tried changing output resolutions, "common fps values", downscale filters, software vs hardware encoders, encoder presets, bitrates and I can not get a feed that doesn't stutter, and is at a reasonable frame rate.

Are there settings that maybe I need to change that didn't see? If this is a processor issue, that's fine - I just want to know what the problem is.
 
Remove the second game capture
disable the nvidia in-game overlay in geforce experience
Remove the duplicate audio device in settings - audio
 
I did all that and It didn't particularly help. I did, however, find that the stuttering issue only persists when my cursor is visible in game (particularly in Guild Wars 2). Has anyone heard of this issue? I've tried setting the capture to not capture the cursor, but it still has issues if I can see the cursor in game.
