Question / Help Game stutters with OBS open (even when not streaming/recording)

Anytime I have obs open my game stutters even if I'm not streaming or recording. I noticed that if I delete every scene except for display capture + webcam the stuttering decreases significantly (but is still there). This issue popped out of nowhere. The log file is me testing it with osu open, however, the stuttering occurs on all games. for example, I play league with 144+ fps but the game slightly stutters even though the fps does not change. (I have tried opening obs in administrator mode and it stuttering still occured)
