Question / Help Game Stutters When streaming

So I have been trying to stream lately but my Counter Strike keeps stuttering. I am getting around 200 FPS while streaming, but in game it feels like its lagging. My ping is good aswell. Is there something I am doing wrong?

Specs:
i7 6700k
GTX 980
16GB Ram
SSD

It doesn't seem to be using most of my cpu either. I cant figure out the problem

At one point i used 2 computers to stream and it worked no problem. But I shouldn't need 2 with the current setup I have.

make sure game mode is OFF in windows' settings
