FPS doesn't drop, it just looks like every half second or so the game stutters. It happens with fortnite and rocket league, I haven't tried other games. CPU usage is around 15.8% on rocket league. It happens with different fps values I've tried 48 and 60. I've tried 1080p and 720p. It happens without actually streaming or recording as well. If I'm so much as capturing the game this happens.
