Question / Help game stuttering on OBS but game runs fine while playing and no dropped frames

Hey, i'm new to this stuff wondered if someone could help me when I try to stream a game the game runs fine but it is stuttering on OBS as if i'm losing frames but i'm not dropping any frames. I was bencmarked at 6000 bitrate but only use 3500 i was trying to stream at 720p at 60 FPS i have a i7-9700k@3.60GHz 32 GB of ram and a RTX 2070 using a 4K monitor it says i'm only using 2% CPU usage so I don't understand where the problem is. any help would be greatly appreciated cheers
