Question / Help Game runs fine, video it's self is choppy and laggy

In your logfile it shows you have 3 sources in the same scene, 2 of those sources are conflicting for recording/streaming purposes:
18:40:55.145: - scene 'Capture':
18:40:55.145: - source: 'Window Capture' (window_capture) <--- Dependent upon what you set to hook into, may also be conflicting.
18:40:55.145: - source: 'Game Capture' (game_capture) <--- Will record the game you have specifically set to capture.
18:40:55.145: - source: 'Display Capture' (monitor_capture) <--- Will record everything displayed on the monitor you have selected for display output.

You need to re-do your scenes and sources so you don't have any conflicting sources, have the monitor capture source in a separate scene by itself and it should improve your performance a lot.

With your system specs you should be able to record at at least 1080p@60fps with the highest quality settings, if after you have re-done your scenes and sources you are still having performance issues, can you upload another logfile with a fresh recording attempt for further troubleshooting.

Not only did my videos somehow become better after 10 minutes of it being on my hard drive, it looks perfect now, but I did change the scene and moved them around and it DEFENITLY HELPED so thank you. I appreciate the help :D

If you don't mind, can you upload another logfile with a few minutes recording attempt in it. It will help me in the future for assisting others with similar hardware to yours.

Your logfile is pretty much the same as mine looks in regards to skipped/lagged frames when I record Battlefield 4, except you are pushing excellent quality settings (To the point of just about lossless quality in comparison to what you see in-game) and from what I can gather the game engine of Overwatch is not that optimized (Though I haven't played it, can't handle the characters and really colourful/vibrant graphics, I have a preference for realism though I love Quake style shooters)

Just need to multiply yours roughly by 10.
