Make sure gaming features, including Game Mode, Game Bar and Game DVR are off.

Don't use CBR for recording with NVENC. Use CQP and choose a value between 15 (high quality) and 23 (good quality).
1080p60 on a single machine setup can be challenging. If the game runs well but OBS does not, this can be caused by game mode. If turning that off does not help, you may want to cap your in-game framerate to make sure OBS has resources to work; you should keep GPU load at or under 90%.
