Question / Help Game Recording blurry when moving around

I just got some new pc parts but I will list all current PC specs
Windows 10
AMD Ryzen 5 2600x OverClocked at 4.2ghz - 6 core with cooler
16gb DDR3 Not sure what speed
B450M m.2 motherboard around mid tier range
GTX 1050 TI
1TB HDD
250SDD (Not an m.2 SDD)
500 Wat PSU

Internet (Ethernet)
85-105 download
3-5 upload

I am wanting to record and stream I have tried copying settings via a video but it has improved it a little bit but I have a problem when im moving around in game at a speed it displays as blurry and ruins the video. What are the best settings for video and streaming compareed to my specs and internet,

I am guessing I cant stream with that upload but at least what recording settings can I use to have a flawles video
