Question / Help Game lags while streaming after upgrading GPU

I recently upgraded my GTX 960 2GB to a 1060 6GB. I also upgraded to a 144hz monitor. Since I upgraded I have been having very noticeable consistent microstutter/chugging. This is a major issue seeing as my game of choice to stream is Guitar Hero. I have not changed any settings in OBS and under task manager everything seems fine. CPU ~25%
Memory ~50%
GPU ~10-15%

I have tried setting the game as well as OBS to high/realtime priority to no avail. I have even changed my display adapter settings from 144hz to 60hz thinking maybe I was just used to 60hz but that also didn't help. I'm completely lost as to what to do at this point, it's very demotivating to stream like this.

EDIT: Also I should mention the stream doesn't lag at all.
