Game laggy when fullscreen with obs open

I have one monitor which is set to 144hz. However, when I have Minecraft open in full screen and open OBS, it seems like it switches to 60hz - the game becomes less smooth. When the game is windowed then it's smooth, and if I minimize OBS the game runs smooth. I have 'game mode' off in settings and I uninstalled Nvidia GeForce experience. So why the heck can't I have Minecraft run at 144hz fullscreen with OBS open??

just having obs opens causes the issue, doesnt even need to be rec/streaming.
