Game lagging and encoder getting overloaded

I was live streaming on facebook playing Minecraft (Shaders On), and I noticed my game was lagging a lot and obs notified me that my encoder (NVIDIA NVENC H.264) was overloaded. When I'm live streaming it only uses 10GB of ram. its also worse when I use optifine, I only get 30 fps on game, its smoother when I use Iris but there are still lag spikes a lot. I also get a lot of game crash even running obs as admin especially with optifine

Computer specs: (laptop)
i5-11400H @ 2.70GHz
16GB of ram
GPU 0 - Intel(R) UHD Graphics
GPU 1 - NVIDIA GeForce RTX 3060 Laptop GPU

I thought it shouldn't be lagging like this because I had a desktop that has ryzen 5 RTX 2070 and I never had this problem before even with shaders on at MAX, I even used optifine with no lag unlike my current pc with 30FPS when using optifine. Or is their just a big difference between laptop and desktop?
