Question / Help Game Lag When Streaming.

Hi there! I am having a huge problem whenever I stream. I have not streamed since I had this problem, lol. Anyways, I play CS:GO, and I try to live stream it. Whenever I play CS:GO my game runs smoothly, but when I stream my FPS slows down and the quality lowers on my side and the stream, it flickers and everything. I lower my CS:GO settings, same problem. I lower my OBS setting same problem. Here is all the information:
Specs:
Intel 2nd Generation i5-2500
8gb of Ram
AMD Radeon R7 240
1tb of WD Green
I know these specs should be able to run the stream and the game at the same time. I just I don't know why it lags so much.

Use the fps_max console command in CSGO or enable Vsync.

So, you set a canvas in video settings and use a nother resolutuon in Output settings

(you have a 1280x768 monitor in your integrated Intel HD card and a 1920x1080 in your NVidia card; OBS is using Intel HD card)

I think you should change OBS to run on NVIDIA card in Advanced settings
