Question / Help Game isn't lagging but recording is 1 fps (x264)

So, I want to stream, so I did some recording tests with CSGO and was fairly happy at first, because i got a stable 144-200 fps but when I checked on the recording, it was at an abysmally low frame-rate. My CPU usage was about 30-40%

Running without vsync or a frame rate limiter lets the game max out your system and tanks OBS performance. Start by capping at 60 FPS, if that runs okay bump it up until you have performance issues again.

Thank you so much, it works perfectly. But is there any chance that there could be a way to stream CSGO without VSync?
Or just some way to get rid of the mouse lag?

Enable developer console and use the fps_max command
