Hi so i have problem when i em streaming rainbow six siege, so when i em streaming rainbow six siege game is ok and fps is ok but when i go to check my livestream, it looks like i em playing on 15 fps and game lags on the stream, so this is my obs settings: (i stream on youtube)

BITRATE- 6000
KEYFRAME INTERVAL=0
PRESET-DEFAULT
PROFILE-MAIN
LEVEL-AUTO
GPU-0
B-FRAMES-2
BASE RESOLUTION- 1280X720
OUTPUT RESOLUTION- 1280X720
DOWNSCALE FILTER- BICUBIC (SHARPENED SCALING,16 SAMPLES)
FPS VALUE: 60
and my pc spec
gpu: gtx 1050ti
cpu: amd ryzen 3 1300x
ram:16gb
i try lowering settings but same stuff, this problem is only with rainbow six siege, on other games livestream works normaly on 60fps
