Trying to stream Kingdoms and Castles not a super taxing game. The game Fps is fine and i was playing it windowed to test how it looked with Obs. On my screen game runs smoothly on Obs the game is choppy with massive frame drops. I wasn't streaming it i was trying to fix it and now i'm out of options. Not the only game it does it too.

wohoo, you got all the basic problems at the same time:
Rendering problem = GPU overload (Fix: Set FPS limit ingame, make sure GPU load stays under 90%)
Insufficient bandwidth/connection = IPS, package loss or Twitch Server problem
endoding lag = CPU overload (check processes, set fps limit ingame, reduce resolution/framerate in OBS).
