Question / Help Game Dropping Frames While Streaming

I mainly stream Smash for The Wii U without any problems. But recently I decided to start streaming Street Fighter 5. The issue is that the game drops frames/runs slower while I'm streaming. Even when I turn down the graphics settings of the game it still runs pretty slow. Is there anyway I can fix this without sacrificing too much of the games video settings or do I just need a better processor/graphics card?

Your CPU unsuitable for Streaming,
If you need to streaming with this CPU, you have setting x264 to SuperFast or UltraFast and increase Bitrate for image quality OR
switch to Hardware Encoding (AMD Encoder)
