Question / Help Game choppy when OBS is open

My game is choppy when OBS Studio is opened, it looks like my game is 30/60fps while fps counter says 300fps

is there any way to fix this, because I have to record and stream videos
Tried to downgrade drivers and put hdmi in the gpu and in motherboard, both no fix
CPU: i7 4790k
GPU: RX470
