Game Capture is super laggy

So my brother has obs on his laptop and uses game capture and it works fine but when I use game capture on my pc it drops the frames down to 4/10 this is also really confusing because we have the same exact system almost but the only difference is that he has a laptop and is connected to wifi and I have a desktop and am connected to ethernet

try quicksync as encoder

set your base resolution to
1440x900

output resolution the same

18:45:10.064: Game DVR: On
Disable it in windows

18:45:10.071: Norton 360: enabled (AV)
18:45:10.072: Norton 360: enabled (FW)

Deinstall it defender make the same job
