15:56:30.417: Output 'adv_file_output': Number of skipped frames due to encoding lag: 1002 (115.4%)
15:56:30.417: Output 'adv_file_output': Number of lagged frames due to rendering lag/stalls: 662 (56.5%)

Saw these two pop up three times in your log, try adjusting your settings to make your cpu or encoder not work as hard, or set the priority on them higher.

Limit your FPS in Overwatch to 60fps. Don't leave the game uncapped. It's using up most of your video card while leaving nothing left over for OBS. If that doesn't solve it, try lowering your downscale resolution from 1536x864 to 1280x720 and see if that fixes it. ;-)

Some antivirus programs have started having problems with OBS that are causing this high encoding issue. Avast in particular was the culprit for me. I had to completely uninstall Avast and switch to a different antivirus. (AVG is working fine, for the record)

So changing my Downscale did help just a litttle. It still has that Choppy feeling.

The 750M, which I assume is a laptop, can handle only so much. It's probably too much for your laptop to play and cast overwatch without lagging render frames
