Question / Help Game Capture and OBS not playing nice? Freezing every few seconds

So I've used OBS to stream local tournaments and it's been fantastic up until very recently. Starting a couple weeks ago, the video capture from Game Capture freezes for a second every 5 seconds or so. It doesn't do this when I run Elgato Game Capture by itself, and the rest of OBS seems to be fine. We have a gif that loops in the background of the stream that doesn't freeze.

I've tooled around with video settings and the problem remains regardless of resolution or FPS values on either Game Capture or OBS. I'm wondering if I maybe accidentally changed something that could cause this? I tried redownloading and reinstalling both Game Capture and OBS to no avail.

No stream/recording attempt there.

Please post a link to a clean log file. To make a clean log file, first restart OBS, then start your stream/recording for ~30 seconds and stop it again. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc. When you're done select Help > Log Files > Upload Current Log File. Copy the URL and paste it here.

I will say that the freezing occurs regardless of whether OBS is actively streaming or recording. In the Video Capture Device can be shown stuttering, so it feels like it's something to do with Game Capture and OBS interacting but I'm not incredibly fluent with either.

From the log, OBS appears to be functioning normally. Try a different USB port for the capture card.
