Question / Help Game and Video Stutter

Hi all, new Desktop PC built 2 weeks ago at least. I tried playing Black Ops II with OBS local recording and the game stutters a little and so does the playback of the video, the video is 90% frozen on a frame anyway.

My PC Specs are,

Windows 7 Ultimate x64 SP1
Nvidia GeForce GTX 960
Intel i3-4170 @ 3.70Ghz
16GB Ram
1080p Monitor

Any suggestions to why it stutters please.
