I can't tell why, but maybe I've found a workaround for that damn "OBS Studio capping the frames to 23 with activated G-Sync in borderless games" problem. I've tested it for 3 days in a row now, and it worked everytime.
What I did:
(the steps down below are just in case that it doesn't work by now)
- Startup a game in borderless mode, will still be capped to 23 fps (I've done it with Rocket League cause it boots up pretty fast)
- Set it up to exclusive fullscreen (Alt+Enter or in the settings, doesn't matter)
- turn the game back to borderless mode again (Alt+Enter or settings)
Like I said above, the game-switching isn't necessary every time, only like 1 time out of 10.

- - Deactivate G-Sync
- - Open up OBS Studio
- - Activate G-Sync, Windowed- and Fullscreen-Mode

- - Voila, G-Sync working with OBS from now on, even if you change the game. Tested with Rocket League, Overwatch, Battlefield, Shadow of Mordor,...
