Fullscreen Projector Issue

Here's my latest log file. I'm using Fullscreen Projector preview to cast my gaming PC to an Elgato HD60X. The HD60X is connected via HDMI to my gaming PC and then via USB to my streaming PC (a gaming laptop). This is my only option for a dual-PC setup because I cannot set up the entire OBS layout (scenes/animations/sounds/etc) on the laptop because it cannot handle it (I've tried). I've tried this and it is a massive resource issue on the laptop. So please don't suggest this or ask why I'm doing things this way.

Up until just recently, right before US Thanksgiving, everything about this setup was working great. I had 0 issues unless I forgot to do something (usually sound related with Voicemeter Potato and Windows sound settings). The problem is that when I project to the HD60X, my frame rate will tank only in OBS. The gaming PC runs fine. The game I'm playing is fine. No resources are being hogged. The log file shows my hardware, it's a fresh build (excluding the GPU) as of March 2024. The GPU was new in 2021.

I have no idea what changed. Suddenly I noticed this frame rate drop when projecting to the HD60X around Thanksgiving (end of Nov this year). The strangest part though is that I can temporarily fix the issue by downsizing OBS or hiding part of the main OBS screen with another application. If I downsize that application, regardless of what it is, the problem sometimes comes back. If I simply click on OBS behind that application, the problem does not come back. It's kind of inconsistent. If a video example would help, I can provide one. The frame rate drop is miniscule, but it's noticeable to me.

This problem is only with the frame rate on the projection. I have no frames dropped on the stream itself and no packet loss. My laptop is hardwired to my router with an adapter through the USB-C port. I'll try to answer any questions as best as I can, so feel free to ask.
