Fullscreen Preview vs Maximized Windowed Preview on Startup......Issues

I am working on an application where I require a video to be played fullscreen on OBS startup

The proper boxes in the general setup menu have been ticked so that the program starts in the same way that it was last shut down.

My issue is as follows:

Method 1)
If OBS is running a maximized Windowed Preview and is shut down...when OBS is started again it works as per expected
(Please note the reason I can not use this method is due to the top windows title bar and the taskbar (if not set to hide)

Method 2)
If OBS is running a Fullscreen Preview and is shut down...when OBS is started again the screen is BLACK...void of any video playback.
I tested this with a still image and had the same black screen result.


The computer is capable of handling video playback on startup with the screen being filled using Method 1)

Unfortunately I need Method 2) to work.

I have tried every video optimization trick I could find as related to search topics on "OBS black screen" with nothing resolving the issue.

What am I missing/doing wrong?

Any help is greatly appreciated.

The system is running on a Lattepanda Delta 3 single board computer running Windows 10 Enterprise edition
