Might be that you are running in one of the issues that i had to deal with. In some cases, OBS and the game have to be forced into the same security context (e.g. run both as adminstrator) This has helped with many fullscreen capture issues. I think i read that its going to be reverted to the way it works on old obs, with the option to use the new method. This would solve that issue which i had. If it helps in your case, i don't know. I am just pretty sure that getting a new graphics card won't change your problem of it not working at all.
