Freezing camera source

Hi,
I am having an issue, it seems just the video from my camera source -Samsung s10 connected via usb with DroidCam (paid version) freezes for a second every 30 secs or so

I have looked at a lot of other posts on here with similar issues and tried to tackle this myself but to no avail
The audio runs perfectly and it doesn't always behave this way, some streams will be fine for the whole stream with obviously the random freeze every now and then but that is expected as i have noticed this on a lot of other peoples streams.

I am running an older laptop than desired but need to wait till i can afford a new laptop, the fact that it doesn't do it all the time makes me think the specs aren't the issue but i could be wrong.

Some streams i will be fine until i use a scene with a media source (short video on repeat)
I am using the media source with a chroma key filter to create a background behind myself.

(The standby scene at the start runs fine and i switch over to my second scene at about 5:40 where the issue also begins)

I also just ran 13 upload speed tests on testmy.net here are the results
4.3, 4.3, 4.1, 9.6, 6.5, 13.8, 8.5, 13.4, 13.7, 13.9, 13.6, 13.7, 13.8

I find it interesting that the first 3 were so low, i would be expecting around at least the 13 range
I'm paying for 50 down 20 up (Australia internet is shit i know)
Should i be raising this with my isp?

but contact your ISP check your router ! did you use Wifi to connect to the router !?!?

Hahahaha geez i couldn't imagine any worse than here!

Ok i will contact them, what should i be looking for within the router settings?
No I'm on a wired connection
