Freezing and heavy lag when interacting with ANY window

I'm trying to record gameplay and drawing. Every time I check the recording after finishing, the frame rate is super low (especially during actual gameplay), often freezing entirely for almost a minute at a time. I've tried FNF (Hotline 024 specifically, which it's worth noting can be a bit laggy at times but nothing this bad), Tetr.io, and even just my browser. The browser recording went smoothly up until I scribbled in an aggie (online drawing program) to test, which only had one frame. I think the problem may have something to do with my PC, but I'm not sure. (I have a mini PC, it runs windows 10.) Does anyone know how to fix this?

short answer - that is a REAL low-end CPU, optimized for battery life, not the computationally demanding task of real-time video encoding. And then being an inexpensive laptop, probably doesn't have the best thermal mgmt (just guessing) so may be prone to thermal throttling?

As beginner steps, I'd recommend to start by dropping to 30fps. then make sure Operating System is optimized for a low-power system (make sure all unnecessary eye-candy, background task turned off/disabled, etc. Make sure you have NO other apps running than absolutely required. Close all browser tabs not absolutely required)... OS optimization is a bot of an art.. I can't provide an exact step-by-step, as it almost always ... depends... sorry

Then your OBS log does NOT include a recording or streaming session, so some details missing. Not my area, but I'm assuming you should make sure OBS is using Intel's QuickSync for encoding??

There are multiple threads in this forum on settings for an under-powered computer. They should provide more insight from others who are far more knowledgeable than I on making OBS work on a low-power system
