I don't think you're going to be able to do much with that i3.

You should update Windows & try using the Auto Configuration Wizard settings. You switched back to 1080p without even trying to use the Auto Config settings.

More than likely Quick Sync will be a better option for encoding.

There's other settings that should be updated so you'll need to post another log after updating Windows & trying the Auto Configuration settings & Quick Sync.
