Rendering lag for such simple games only possible for uncapped rendering in the games. You may try to limit the game's rendering to some sane value (100 fps, 60 fps or so).

Also,

YouTube re-encodes every input. Maybe it is normal that image blurs somewhere? You can try to record the stream locally (in OBS use the "Same as stream" recording quality in the recording's settings) and then playback the recording locally to see what quality it actually has.

If i record a video i have great quality

Disable HAGS & run your monitor @ 60HZ. You're not helping your cause running it @ 100HZ
10:01:42.921: HAGS Status: Enabled (Default: No, Driver status: Supported)

10:01:42.921: name=QG271
10:01:42.921: pos={0, 0}
10:01:42.921: size={1920, 1080}
10:01:42.921: attached=true
10:01:42.921: refresh=100

FYI, not sure if you're aware of this.

10:01:43.897: BufferDesc.Height: 1024
10:01:43.897: BufferDesc.RefreshRate.Numerator: 100
10:01:43.897: BufferDesc.RefreshRate.Denominator: 1

Is your system able to run CS2 @ a consistent 60FPS @ 1080p? Looking at some numbers (don't know if they are 100% accurate) but it looks like 720p would be the optimal resolution to run the game for maintaining 60FPS.
