Frames Missed and Skipped Frames

I know there are already a lot of threads with this issue, but I read them and tried different advice and I still have the problem.

I had my machine custom built by Digital Storm with a 10900 CPU, a 3080 GPU, and 32GB RAM so I didn't expect any issues. I'm streaming while playing American Truck Simulator. CPU usage is below 5% and GPU at a max of 20%. The issue happens even when the game isn't running though, if I just have OBS idling and then I start recording without streaming I'm still getting up to 5% missed and skipped. Last week it was running at 33% until I tweaked a few things.

Analyzer says I'm suffering from GPU overload which makes no sense to me with a 4 month old NVIDIA 3080. I could really use some advice. Thank you.

I just fired up OBS today and it's just idling, not streaming, not recording, just sitting here with a blank game screen and an animated overlay around the edge, and I'm dropping frames at a rate of 1.8%. CPU usage is 0.73%, Task Manager shows GPU usage at 20%. GPU memory usage is 1.8/25.9GB. I just don't get it.
