Question / Help Framerate problems

For some reason whenever I record games (or even have OBS open) The capture has a normal framerate but the actual game has a significantly lower framerate.

If it helps, I record in 1080p 60 fps

That laptop can't handle 1080p60 in addition to the game you're playing.

Downgraded to 720p30. Should that be okay? And on a side note, the game will run just fine and only occasionally dips below 30 in extreme cases like when lots of things are happening at once
