Framerate drops but OBS shows no dropped frames

Just as the thread title says. I can start a stream and it usually runs fine for the first hour or so. Shortly after, the framerate starts to plummet but the stats bar at the bottom of OBS insists no frames are being dropped. I'm streaming a console game with an Elgato Game Capture HD, so the game itself isn't chewing up resources.

It also only seems to happen when actively streaming. I can let OBS sit idle for hours or I can make multiple recordings without issue, but streaming seems to cause the issue to happen.

1. Run OBS as Admin. Right click on the OBS shortcut, properties, advanced, check box, ok, apply, ok.
2. Your log contains no streaming session. Results of this log analysis are limited. Please post a link to a clean log file.
To make a clean log file, please follow these steps:

1) Restart OBS as Admin.
2) Start your stream for at least 30 seconds. Make sure you replicate any issues as best you can, which means having any games/apps open and captured, etc.
3) Stop your stream.
4) Select Help > Log Files > Upload Current Log File. Send that link here.
 
That's weird, the log file I posted was from selecting Upload Last Log File about five minutes after stopping my previous stream. It's a bit late for me to start another stream, but I haven't closed OBS and I can provide the Current Log File if that helps. If necessary, I can try to do another stream tomorrow and follow the steps you've listed. If it matters, this session was already run as admin.

Right, that's what my last log file was. I uploaded it a couple hours after the stream ended, but I had not closed OBS before then. Am I missing something?
 
For some reason, some info in the log are missing, but here is what I'd do:
-Go to Windows update, and manually check for updates until your PC is at the latest version of Windows 10 (21H2).
-Turn on Windows Game mode (If it's not already)
-Turn off Windows Hardware-accelerated GPU schedulling (if it's not already)
-Update to the latest Nvidia drivers (you're at 460.89)
-Uninstall Mcafee (you aren't using it anyway)
-Restart the PC prior to each stream (not turn it off and on again, but using th restart option)
-While steaming, I would have the Stats dock in my OBS (View->Docks->Stats). This got more information than the stats bar at the bottom. You can resize and place it among the other docks.
 
Game Mode is currently turned on and I already restart before each stream. I plan on streaming again tonight, so I'll try the other steps before I start and let you know how it goes, thanks.
