Question / Help Framerate Capped @ 60 FPS

I have recently bought the new Elgato 4k60 mk2 capture card for my computer. I am running a single stream pc setup because my rig can handle it. Specs are at the bottom of this post.

Anyway, so far, WoW is the only game that caps my framerate at 60 when playing. I have to have my single ultrawide gaming setup run in "duplicate these displays" in order to stream how I want (play in 3440x1440 but output stream in 1080p). However, if i configure my computer to show only 1 display via "extend these displays"(essentially having the capture card "disabled"), the game will run at over 100 FPS with ease.

I can stream other games just fine in duplicate mode with no FPS drop. I have also made sure that the monitor itself is running at 100Hz refresh rate and that it is replicated at 100Hz in the nVIDIA control panel.

Can this be fixed? Is there a workaround?

PC specs:

Acer x34 Predator (3440x1440) @100Hz
i9 9900K OC'd @ 5GHz all cores
Corsair Vengance RGB 3600MHz 2x8GB
Asus Maximus XI Code
Asus Strix RTX 2080
Corsair 850w PSU

Anyone have any ideas? Is it a bug? Something Im missing?

You do not need a capture card if you're using a single PC to play and stream with.

OBS is able to downscale to 1080p with negligible performance impact.

I dont get a 1080 option without the capture card.

I have the capture card setup so that way I can play my games at 3440x1440p and the elgato card is it's own "monitor" as seen by windows. I have Windows "duplicate these displays" and Streamlabs OBS is recording the elgato "monitor" which is at 1080p and streaming it.
