FrameDrops and "Red" bitrate (can't go higher then 10k)

I had several Youtube streams 2k60fps with 15 mbit bitrate and everything was fine. Then i decided to update my OBS to current version (26.0.2)
And after that, i can't go higher then 10500 kbits, if i put more bitrate for example 15k, there will be huge amount of frame drops ~50% and "red" marker of bit rate
also bitrate doesn't go higher then 10k kbits

I have set with 2 PC, 1 gaming pc and 1 for streams, if i trying to stream from Gaming Pc - it's OK (25.0.8 OBS version)
but streaming PC has this problem now, and i can't figure out, where is a problem. So i belive it is something about OBS or drivers (reinstalled several times, it didn't helped me).
Any suggestions? Guys need help!

I fixed it by format C:
now it's working, by the way killer-uninstaller didn't help me,
i think in the process of updatin/reinstaling OBS, i got some critical error or conflict,
so it was a cause of my troubles.
So this issue is solved
