Question / Help Frame rate dropping with no dropped frames

So I'm streaming in 60fps and occasionally seemingly at random the fps will just appear to go down a lot. The game will look really blurry despite the video stats stating it's still 60fps and on top of that with no dropped frames. So I'm pretty sure it isn't my internet, and I'm also pretty positive it isn't my computer because I see people streaming the same game with the same settings and with much worse computers than me and I don't notice this issue with them. Infact I've never noticed this issue with anyone but myself, but looking over my settings I can't seem to pinpoint what is causing the issue.

The game I'm streaming is running at 1000fps capped. It's running in windowed mode with aero enabled on Windows 7 and with v-sync disabled in the game. All my nvidia drivers and OBS are up to date. Really hoping someone has an idea of what the issue is because when it gets really bad the footage becomes unwatchable.

Ok so I think I might have figured out the issue. I can't be certain until the next time I actually stream for a long period, but I messed around for about an hour testing things and I tried messing with a setting under game capture properties called "limit capture frame rate". Through the whole testing process the frame rate issue only arose twice and they were both when that setting was disabled, which when I streamed it always was. I didn't see it happen a single time when that setting was enabled. From what I've read that setting makes OBS only capture at the frame rate in the game, which is what I thought OBS was supposed to do anyway? If it continues to happen even with that setting enabled then I will be out of ideas.

Well it's been about a month and I've messed with just about every frame rate setting there is and this issue is still persistent. I've attached my most recent log from today where I tried using VFR to see if that would help and it changed absolutely nothing; the issue stayed despite dropping 0 frames at all. Again, I have never seen this issue happen with any other stream I have ever watched. At this point I'm begging for someone to have some idea what the hell is happening.
