Question / Help Frame Rate drop when I start replay buffer/stream

OBS has been working for me fine on fortnite as far as streaming and replay buffer goes. I switched my GPU and in game resolution to 1440x1080 and stretched the canvas to fit in obs and havent had any issues until now. All of a sudden I am losing 50-100 frames even if i just turn on replay buffer let alone stream as well.

SYSTEM SPECS:
GPU: EVGA - GeForce GTX 1070 8GB
Memory: 32 gb DDR4
CPU: Intel - Core i7-8700K 3.7GHz 6-Core Processor

My output settings in OBS under "Streaming" are:
Rescale output is unchecked at 1280x720
Bitrate: 4000
Preset: default

Output settings under "Replay Buffer" are:
Max Replay Time: 230 sec (memory usage: 968 MB)

Settings under "Video":
Base Res: 1920x1080
Output Res: 1280x720
Downscale Filter: Bicubic
FPS: 60

Im not sure if i accidentally changed settings from when OBS was working fine, but usually its pretty smooth with maybe 5 frames being lost. I just want to be able to play and stream and capture clips without having massive frame drops. PLEASE HELP
