Your computer is underpowered for the rendering and encoding you're asking it to do, and your bitrate is too high for your upload speed (lower this to 3000kps or lower).
Something you should definitely have open is the stats window while you're doing testing. This will show you exactly where your frame issues are happening.
Apparently your CPU has quicksync, so you may be able to change to that encoding and see how it fares for the 720p30. If that doesn't work (or if it's not actually available), then x264 is your only option.
The rendering lag is the last problem. You're feeding a 1080p60 signal to your computer, but you're only outputting at 720p30. Change your capture card settings to 720p and 30fps and see if that helps (post a log file of this attempt if unsure).
