Question / Help Frame drops without streaming

so ive been trying to figure out a number of problems starting with the frames rapidly and constantly dropping despite in game frames running at 120+ the frames of the stream either live or offline will fluxuate between 1 and 15 and sometimes spike higher or even drop to 0. if anyone can help that would be greatly appreciated

ive also been trying to get my bitrates to stay constant but to no avail as ive tried everything. the kb/s only starts to fluxuate and drop to 0 when my active tab is an online game. other games that are solely offline do just fine but online games remove all posibility of streaming smoothly.

my internet is a 200 down and 24 up speed i personally am getting 150 down and 24 up so im completely unable to figure this one out. if i have missed anything please ask and ill do my best to provide answers to hopefully get some in return.

thats the file so ive looked over everything in my settings hundreds of times and it all seems to work fine by the settings standards so im not understanding whats going on

Connect both displays to the same GPU, enable vsync or the frame rate limiter to cap your FPS to prevent your GPU from getting maxed out and tanking OBS performance.

problem occurred there is only 1 HDMI port on my graphics car and 3 sata ports and 1 VGA port but the VGA doesnt send a signal to the screen so that option is out the window

GPUs don't have SATA ports and I'm guessing you've conflated DVI with VGA? Anyway if you can't figure out how to connect and configure things correctly then the only other option is not to move OBS off of the screen it's capturing from. For example if the game runs on the 960, then the OBS window has to stay on the display that connects to the 960.

alright ill do that but the bitrate problems would remain active. that is my next large issue that i cannot quite solve and so far no one else has been able to resolve it either

ive done everything in that list and triple checked everything there is nothing more i can do from that list sadly and ive gone to the trouble of trying to contacting an actual networking expert sadly again to no avail. but my download is perfectly fine and my upload is even better which is why i cant figure this out

If you drop frames to other streaming sites as well and you've followed all of the other steps in the guide then you should probably contact your ISP.

ISP has already been contacted and without issue. the bitrate stables itself when i am not directly in the game (ill use overwatch as an example) my ping in overwatch is a wonderful 16 and my internet stays fine its only when im in the game that the bitrate on OBS drops down and fluxuates.
