Question / Help Frame Drops in League Team fights, Twitch inspector configuration issues

My stream to twitch seems to run fine until I am in team fights, where the framerate of the stream itself looks like a slideshow. Using twitch inspector I got the message "Audio/Video configuration issues detected". Not quite sure what to do. I used to stream fine on the same computer, and I just started back up recently. I upgraded my internet to 12mbps upload to try to increase the bitrate to around 7k, but I don't think this fixed it.
Heres the log files from yesterdays stream, if that helps.
Pretty much willing to try anything.

Also the cpu says it stays around 15%
