Question / Help Frame Dropping since February 1st

Processor: i7-4770K CPU @ 3.50GHz

RAM: 8GB (2x4)

OS: Windows 10

Graphics Card: GeForce GTX 960 4GB Windforce

Harddrive: 1TB SSD

I started streaming a month ago, and everything was fine. About February 1st, I started getting anywhere from 30-80% dropped frames. I haven't changed any settings on my end in OBS or Computer before this started happening.

I tested the Twitch Servers using my stream code,and every quality was at 0.

I have tried dropping Bitrate down to 1000 and Output Resolution to 1096x616, and I still got about 30% dropped frames.

Any help would be appreciated. Thank you.

EDIT: Also, I have recently uninstalled and reinstalled OBS which did not help at all either.

There is no streaming session in that log.

I also checked your screencap on the bandwidth tester. There's nothing you can do at this time. I had this case before and even called support on my ISP and they said there was nothing wrong. Then a few days later I ran the test and got 100 quality on low ping servers.

So how do these things happen? Should I even bother calling my ISP or just wait until this may or may not ever fix itself?

I would run TwitchTest daily until the server quality goes back to normal. If it does persist even after a while, I would considering calling support.

Also, 3300 bit upload is kind of weak, but you said you still struggled at much lower bitrates.
