Rust and Watch Dogs 2 is basically unstreamable because of low FPS only in OBS. It constantly dips down to ~22 fps which is no good!

16GB RAM
GTX 970 SSC
Encoding isn't overloaded
CPU and RAM is NOT 100%
In-game fps is high
Problem persists in Fullscreen and borderless
Problem persists in Game capture and Display capture
