FPS unstable with just OBS running

I have computer. AMD 7800X3d and NVIDIA 5080.
I play Apex Legends and FPS cap at 238.

Game is very stable with occasional fps blip/drop of 1fps while running around in the firing range.

The moment I run launch OBS, my fps will drop to 190 frequently. No other loads.
I have tried uninstalling and using blank scenes/profile. Not even streaming or recording.

OBS running is messing up my game fps.

You only have a scene with no sources added. Add a source.
There's no attempt to record / streaming.

That is correct. I am getting unstable frames on the game just by having OBS running. Not even recording or streaming. I removed everything to try and troubleshoot this strange behavior.
