Question / Help FPS Stutter on dual pc stream setup.

Hello,
I have recently upgraded to a dual pc setup.
Here are the specs for both PC's:

Gaming PC:
- CPU: i7 4770k
- Mobo: Gigabyte ga x77x-ud3h
- GPU: GTX 1080 Ti
- Ram: 32GB DDR3 2333Hz

Streaming PC:
- CPU: AMD Ryzen 7 1800x
- Mobo: Gigabyte GA-ab350-g3
- GPU: GTX 1050 Ti
- Ram 16GB DDR4 3200Hz
- Capure Card: Elgato 4K60p

Screens:
1 Screen for my gaming pc at 144HZ from Benq
1 Screen for my streaming pc 60Hz from HP

Gaming pc screen is cloned with Elgato 4k60p and then transferred to the streaming pc.

Everything does work just fine, both video and audio are fine all good.
The issue starts here:
After lets say a few minutes of streaming, my FPS on my gaming pc is fine BUT on my obs preview on my streaming pc i start noticing stuttering like i move my mouse around and you get tell it stutters on the preview. IT is not the capture card because trust me i have 5 of them it happens with all.

My question is could it be something with obs or my streaming pc? Because i don't think its the gaming pc.
The stutter goes away for like 10-15 min and then i see it again. It comes and goes. I dont think its CPU related because i notice this even when i am just previewing the stream without it starting. Am thinking that it might be related with the GPU on my streaming pc?

Is the 1050Ti on my streaming too weak for this?


Stream Settings:
- 1080p 60 FPS
- H.264 encoding
- Medium Preset

No fps drops due to encoding errors. this is why i dont think its CPU related.

Any ideas would be appreciated.

Forgot to mention that yes i am using a HDMI 2.0 for the connection between the 4k60p and the gaming gpu
