Question / Help FPS problems when streaming from 1440p Source

Hey guys, I'm having this issue where I play on a 1440p display, game at 1440p 165hz and stream a downscaled output to 720p60. The problem is unless I game at 1080p, I notice the fps counter in OBS starts to dip from 60 to as low at 32 fps. It doesn't stay at as consistent 60. Switching my in-game resolution to 1080p fixes the issue. But I figured since I have such a high end rig, I shouldn't have to deal with these issues. Specs listed below. Any help is greatly appreciated.

CPU: i7 5820k
GPU: EVGA GTX 1080 FTW
RAM: 16gb DDR$ from G-Skill
