I see the thread title and I know "look, another gaming monitor + non gaming monitor thread".
Sadly this behaviour is well known.
Solutions at the moment:
a) use the same refreshrate on all monitors!
b) don't use programs with GPU acceleration on additional monitors
"Gaming" monitors will not work next to other monitors on Windows 10 withouth hustle (at least when it comes to fullscreen gaming).
Windows can not handle GPU accelerated programs/windows on two different refreshrate monitors.
If you turn off hardware acceleration in your browser, you might be able to open the browser on your additional monitor, without dropping to 60Hz on your gaming monitor.
