Bug Report FPS locks at 144fps when streaming with OBS...

I am very new to OBS and posting threads on OBS forums but i am experiencing some issues when i stream, record and plan and simple just have OBS running. On CS GO i average about 200-250fps on my setup and when i stream i do expect a bit less yes but when my game dips below 144fps it feels like it turns VSYNC on even tho i have it turned off in my nvidia settings and obviously on CS GO, i dont know what the this issue really is but cant find a reliable source to help me with it, thanks in advance

Set it back to very fast, so you get a little less CPU load and see, if it reduces those ingame fps drops.
Running games without fps limit, will let CPU or GPU run maxed out and therefore one of those will become a bottleneck.

CS:GO is a little wonky with high Hz monitors, OBS and Windows 10. Try minimizing OBS after starting your stream/recording and make sure nothing else in a browser that would need to be Vsynced is running like a Twitch Stream or Youtube.

And for your sanity, turn these off. Windows + I (letter i)-> Gaming

BK-Morpheus i made the changes from fast to very fast and it still locks at 144fps and Dedrick i just have those on for a quick clip record if anything crazy happens, i mean if i get this settled i wouldnt have to do this but currently still locking my fps at 144 and giving me input delay. Exactly how VSYNC feels, thank you for the help

here is a visual affect of what happens please skip to 4 minutes and the issue occurs at 4:33 i tried to speed up the process by going out of the map and dropping the fps and waiting for it to lock, usually i can play for like 15 minutes before it happens. The log of the recording is here as well, thank you for the help.

EDIT: it feels like the game is taking lower priority then OBS

please someone that knows something respon, i really want to stream but even having OBS running locks my FPS to 144hz, really like how OBS is and cant use it :/
btw i have uninstalled and deleted user settings and re downloaded, i have tried anything that i personally can but need some expert help
